National Standards Development:
Believing the efficacy of applied researches in the rate of productivity, safety, public health, and environment and in general improving the living condition are of the most important components of development. Standardization and applying the rules and regulations of standards are indeed the best approach in line with the realization of national objectives.
Technical committees develop national standards in different fields, in these committees the related and represented experts from ISIRI, stakeholders, academia, industries, and research centers gather. Adoption and publication of national standards take place as per national benefits, technology and conditions provided to conscious participation of entire stakeholders.
According to the guidelines of the national committees’ functions and the policy set for selection technical committees’ members approved by the Supreme Council of Standards, 28 national committees established to develop national standards as per the rules and regulations.
 
Halal Standards:
One of the main and most challenging issues for the Muslim countries is the observance of divine laws in supplying Halal food. In this regard, Islamic Republic of Iran has attempted to deliver views emanating from religious beliefs. Some of these measures are as follows:
1-    ISIRI 12000, Halal Food - General Guidelines. This standard determines the baseline for compliance requirements and characteristics of raw material and food products (at every stage of the food supply chain) according to the ordinances and the laws of Islam and consistent with the requirements of Ja’fari faith. 
2-    ISIRI contributes in developing OIC standards and General Guidelines for Halal Food. According to the laws and regulations, ISIRI is the sole official authority for developing both national and international standards for products and services. Therefore, with an emphasis on preserving the common Islamic principles and avoiding conflicts and disputes contributed in development of draft OIC standard based on commonalities of all Islamic Faiths.
3-    Approval of Halal logo – according to clause 16 of Article 20 of ISIRI Law, approving the design of standard marks as the governmental mark is the responsibility of the Supreme Council of Standards.
 
Contribution in the development of International Standards:
In order to contribute in the development of international standards, ISIRI has established an appropriate structure to systemize this contribution such as capacity building and supplying the suitable infrastructure for stakeholders to participate in ISO technical activities and identifying the priorities based on the objectives of ISO action plan and strategic plan for developing countries. ISIRI is a participating member in 215ISO Technical Committees and Sub- Committees and an observer member in 219 ISO's TCs and SCs.
 
Meanwhile, ISO has delegated the secretariat responsibilities of the following TCs to ISIRI:
1.       ISO/ TC 91 (Surface active agents)
2.       ISO/ TC 134 (Fertilizers and soilconditioners)
3.       ISO/ TC 217 (Cosmetics)
4.       ISO/ TC 122 (Packaging), (twinned secretariat with Japan)
5.       ISO/ TC 34/ SC 10 (Animal feeding stuffs)
In order to participate effectively in the development of international standards and systemizing this cooperation, several measures have been taken as follows:
1-    Establishment of National Mirror Technical Committees as following and holding related meetings at specified time intervals:
 
.Practicing ISO’s assembly, council, technical board and technical committees meetings at national level
.Practicing IEC’s assembly, council, technical board and technical committees meetings at national level
.Establishment of coordination council of CODEX ALIMENTARIOUS, National Codex Commission (NCC) and CODEX national mirror committees
 
2-    Preparing code of conducts and regulations related to contribution in development international standards
3-    Preparing a database of participating members
4-    Issuing orders and mandates for participating members
5-    Creating an informative system on ISIRI website
6-    Holding training courses for in charge people of technical committees 
7-    Monitoring and supervising technical committees activities, especially in terms of timely responding to the international standards drafts
8-    Monitoring, supervising and coordinating receiving the comments for standards drafts and submitting them to ISO
9-    Identifying and absorbing the specialists throughout the country to collaborate in development of national standards
10-    Pursuing and implementing the adoptions of council
11-    Capacity assessment of ISIRI Provincial offices and related organizations
12-    Participation in regional programs of ECO member states and the Standards and Metrology Institute for the Islamic Countries (SMIIC)
 
National Mirror Committees
National Mirror Committees are the main core in contribution in the development of international standards. These committees consist of secretariat, secretary, chair, vice chair and members that is a harmonious composition of different stakeholders such as producers, consumers, distributers, ministries, governmental organizations and institutes, research and laboratorial centers, academia, professional associations, engineering and consultation service providers, experts, conformity assessment bodies and ISIRI.
National Mirror Committees are naturally scientific and professional. Amongst the qualified groups interested in contribution in development and revision of international standards, members of these committeesare selected. They should set up a secretariat to enable industrial and professional associations’ participation in development of international standards, collecting finalized comments of stakeholders as per national interests and industrial development and then submitting them to the international technical committees.
